If this person was a member of the Royal Navy, UK, the name on the cap could
be that of his Ship. There is a RN web site you can access, that lists ships
name designations, and info about each vessel - regrets I can't recall the
URL.

I have a photo of an unknown relative in his sailor uniform
with the name ""Phoebe"" on his hat. The photo supposedly dates in the early
1880,s ( its tin) . How or where would I find the crew lists ? Is ""Phoebe""
on the 1881 census ?. Thanks.
