Dear Peter,
I searched the national index as well as the Southwest 1881 CD, and the only Fogt in the whole country is
Elizabeth aged 17, unmarried, domestic servant, inmate at the City Workhouse, Heavitree Road, Exeter St.
Sidwell, Devon. Her place of birth is given as Barnstaple. (FHL film 1341519 Piece 2152 Folio 136 Page 5).
So, it looks as though she was an orphan who ended up in the workhouse.
