According to a webpage for Glouchester, England, the surname DeCowley (later
shortened to Cowley) derives from a placename. That webpage also states that
the surname was changed to Colley by Robert "Old Colley" DeCowley (Cowley),
who was a Bailiff of Dublin in 1515. I read somewhere that the surname of
Colley and the surname of Collier are closely tied in some way and that a coal
miner is a collier.
