Somewhat along the lines of Washington sending out the troops to squash the whiskey rebellion and the troops have been putting down the rebellion ever since.
 
I feel certain that must be the case of a missing r.

Don't you guess that you have a case of a Dunkard who is missing his "r"?  It's one among many old jokes about the difference between those who went to church and those who hung out at the tavern.

I was reading some old newspaper copies I had and on the edge of one copy I read
this interesting bill, which may not have passed in Congress.  Can anyone on the
list tell anything further about this?  I have heard about the persecution of
the Dunkards, but this is the first I’ve heard of it well beyond any war years. 
The war of 1812 had been over for a decade when this was submitted in Congress:

“A bill has been reported concerning habitual Dunkards—which authorizes the
appointment of Guardians to take charge of the property of such persons,and
thereby present the same from being wasted, until such person become reformed.

I think this was reported in the 48th House, in Congress ca. Dec. 1823”, but my
copy was cut off at this point.
