Subject: Census Question

Census experts:
I have been looking at the 1790 census from Dauphin County, PA, and see some
names on a page of that census that match up close with a page from the 1800
census. The 1800 census lists the township, while the 1790 census does not.
Sometimes there seems to be no rhyme or reason to the order on the 1790
census. The later census data seems to be by neighborhood, but was that the
case in 1790? Does anyone understand the background on the 1790 census? Or
are the matching names on the same pages between the two a coincidence?
