Yours is an interesting speculation.
Yes, John and Henry were probably brothers since they both married on the
same day women (neighbors Anna Meyer and Elizabeth Hunsicker) who were from
Bethel Township some distance northwest of Cocalico. They were also living
in Bethel as freemen the year before the marriage. I suspect that they were
actually married in Bethel rather than Cocalico even though they were from
Cocalico. Interestingly, they were married by Rev. Stoever who was neither
Mennonite nor Brethren, but they could have had their reasons for making the
marriages official.
According to Richard Warren Davis, the Peter Brubacher who married Maria
Lesher would have been a first cousin of John and Henry. Davis's research,
however, is known for being a continuous work-in-progress.
