I am not sure if I am helping you but i can tell you that there was a Ruth Powers that delivered my mother (as Midwife) in Clay Co. Ar. in 1931.....

I would be happy to send you a copy of thier cert.....She also delivered my Aunt in the same place.

If I can be of assistance let me know,
