I am not sure it is available still, but I got my copy directly from Vance at

Also, though I said I had gotten my copy over 20 years ago, that does not
appear to be possible, as the publishing date is 1985. Oops, my bad!
Anyway, the (huge) book was $52.00, and the updating/correcting newsletters
were $3.00 apiece. I got three or four of those.
