I am not sure on local state and federal and international laws rules
and regulations
which as well as open to vast interpretation also change or are amended

The Ellisisland.com site has 2nd entry of 1,129 for the name BRADFORD
Mrs ...ATHYN BRADFORD arrived 9th January,1904 on "Celtic" departed
Liverpool,England = a US citizen travelled alone,no age given.
Checking ships manifest entry no 5 looks to me like "Mrs KATHRYN
BRADFORD"
Now should I give the whole 1,129 to the list or is it wrong?
