Patricia Ann Koontz, 45, of San Diego died Saturday. She was born in
Chateau Roux, France. Mrs. Koontz worked as a personnel services
specialist.

Survivors include her son, Frank Koontz III of San Diego; parents,
Zanella
M. Black of Imperial Beach and Elmer Waters of Miami, Fla.; sisters, June
E. Erwin of Oxnard and Sharon K. Waller of San Diego; brothers, Ronald E.
Waters of Imperial Beach and Scott Waters of Ontario; grandmother, Sallie
Topps of Ogden, Utah; and grandfather, Cornelius Waters of Detroit.

Visitation: 5 to 8 p.m. today, Anderson-Ragsdale Mortuary, 5050 Federal
Blvd., San Diego. Services: 11 a.m. tomorrow, St. Stephen's Church of God
in Christ, 5825 Imperial Ave., San Diego. "
