The Arkansas Dept. of Vital Records will do the search if you give them a fairly small range of years. Seems like your father must have been born after 01 Jan 1920 because he wasn't in the 1920 census. Just from the 1930 census I'd guess 1920 or 1921. That should narrow it down enough for the state to do the search. However, be forewarned. They don't seem to go out of their way to look for anything. You might have to insist they search again if they don't come up with anything the first time. Was your father ever in the military?
