I have him married to a Mattie Haley:

Izard Co., Arkansas Marriage Record Book, No. 3 (1898-1902):
Kelley, J. A., 26, Stella Izard to Haley (Hailey), Mattie, 22, Violet Hill
Izard. D/M: 09/19/1900. By: T. J. Ashley, J. P. Sec.: W. B. Kendrick.

Is that any help? This Mattie would have been born circa 1878, right?
