Hi Etta,
I think you have a good point. In looking at these, it appears to be
counties. According to these reproductions of the National Archives, it
says, "Township Atlas of the United States, and at the top of each
page, "ArkansasTownships".
Apparently the "towns" I listed were the townships within the counties!
