The Vermont historic preservation website is a good place to start for anyone wishing to learn about saving this cemetery. http://www.historicvermont.org/

In the state of Missouri, the property owners have the right to refuse there property being on the National Register of Historic Places.

Also research the Vermont State Statutes for state and local cemetery laws. These can be found on the states website.
