In that time frame the State of Georgia had very lax laws about marriage and
ages. A couple from Florida who wanted to get married had to get a blood
test and wait three days before marrying. FL has higher age limits,
especially for females.
Many folks in FL would elope to GA to towns just across the state line such
as Fargo, Woodbine, and Douglas to get a quick marriage without blood test
and waiting period. I am not fully sure of the minimum age for females but
I think a female could get married as young as 16 without parental consent.
