It's "hear, hear --- as in "Listen up, folks!"

It's plain English for the Latin "Oyez, Oyez" that the "public crier" used
to call out to get attention when court was about to convene or
proclamations were about to be read, back in the day when such proceedings
were conducted in Latin.
