In addition to my previous personal mailing on methods
to find the death certificate- I DID find his WWI
registration card on Ancestry - in Haverhill:

It is indexed as Scott Lock Longer - I found it by
searching for all Scott born in New Hampshire. THe
record, of course, clearly says Scott Lock Loungee -

So a little bit of progress. Good luck on the death
record. I fear it's hiding due to a similar surname
mutilation!
