That's dead wrong.

On August 26, 1776, the first pension legislation for the American
colonies as a group was enacted.

On May 15, 1778, another resolution provided for both officer and
enlisted pensions.

The first national pension legislation for widows and orphans was a
Continental Congress resolution of August 24, 1780.

Look in the list archives. I've posted the history of pension acts at
least twice on this list in rather excruciating detail.
