You don't write for them, you rent them at your
local LDS Family History Center. These are the
entries in the online LDS Family History Library
(in Salt Lake City) catalog for the microfilmed
civil records for those towns. You visit your local FHC and rent the
records.

BTW, the FHL also has microfilms of the local
church records, some overlap and most precede the civil records.
