Hello all,

Alsace was *never* part of historical Prussia (capital Berlin). However,
the "second Reich" (1871-1918) was ruled by the Prussian King, who became
the German Emperor, and it was often called the "Prussian Empire".
Therefore many considered that Alsace was Prussian, just like all other
parts of the Empire. Let's add that many true Prussians settles then in
Alsace and held public functions. So, the "administration" was, so to say,
Prussian.
