I find there does at least seem to be a link.
Never having met anyone who bore the name, I am not certain how it was
pronounced - but I speculate that it might have been something like
"Pennel". If so, a Session Clerk or Registrar bent on civilising the
rough speech of his clents (they did!) might have "corrected" the name
to something more classical.
