Nothing alarming! The heading to that column in the register asks for
the "qualification" of the informant. That means, "What entitles this
person to register this event?". Being a family member is the most
obvious "qualification", but when someone died among strangers, the
Registrar would accept the word of someone else who lived in the same
house. So in the context "inmate" is just officialese for "someone
living at the same address". William Henderson "qualified" on both
grounds.
